Its meant to be two different matches even though they share similar rules. Like how a Hell in a Cell is meant to be a more brutal version of a cage match or a Street Fight being more brutal than a No DQ or Falls Count Anywhere match.
The idea being that a non-sanctioned match is too brutal for AEW's own liking but they won't actively stop the two guys from beating up each other. Whatever happens is those guys fault and they are not getting paid for it as well.
