There's a difference between doing great as the top babyface with what you're given to work with and the limitations placed upon you, and actually being a great top babyface.
Are we sure they're not referring to the former re: Reigns?
I would agree with the former. He is doing "great" as the top babyface relative to the situation he's in and the limitations he has to deal with.
That doesn't actually make him a great top babyface though.
