That's probably the main reason why Season 2 felt poor by comparison.

They wrote the series first as a standalone in case HBO didn't renew due to high costs and then as a "10 seasons" series in case HBO did.

End result was Season 1 got almost the entire main narrative, world building, and robot rebellion while Season 2 had to split the focus between the fallout and building for future seasons. Even the hyped up Samurai World felt a bit flat because Season 2 was doing way too many things at once but not as cohesive as Season 1 was.
