According to Fightful, official reason is WWE being desperate to find ways to freshen up and make RAW's 3rd hour more interesting to viewers.

Also confirms Foley implying that the new 24/7 belt would only be showcased on RAW as a 3rd hour exclusive was just a flub or misunderstanding.
