Only thing fair it to give everybody a copy of a version of the game that has Heists in them.

Which means free trade-ins for the 360/ps3 version to the next-gen. But like you said it's all moot if the mode is going to come for all systems. There's too much false information and hype.

Somebody has to cut through the bullshit and then figure out what happened and if anybody is to blame.
