According to the sheets, this is pretty much WWE "thinking out of the box" and taking risks to fix their sagging ratings which shows how dire they are on the Creative side of things.

Somehow they got even more lazy coming up with plans and ideas for callups for their debuts. Like this might be peak laziness for WWE.
