That's more of a booking problem and Vince being shit when it comes to deciding big star and spotlight material. They have well than enough talent to avoid "piss break" situations but misuse the division just like every other division in the company.

Them getting more time was eventually going to happen due to WWE hiring a ton of women ever since modern NXT started and needing to cater towards female viewers to salvage their struggling ratings.

The historical disadvantage never had anything to do with athletic ability and instead the dated mindset promoters and fans in general had towards women's wrestling till recent times in the US. Also didn't help that women wrestlers till recently also had fewer options available for quality training and work.
