According to the Observer, WWE's big pitch to Stardom for a potential deal was them guaranteeing a spot in their Hall of Fame for Stardom's boss.

Besides not being interested, Stardom also found out WWE doesn't have any real plans for NXT Japan in regards to who's running the brand or the status of talent for work and potential restrictions.

WWE probably thought their name value alone would have made big name and notable Japanese companies flock to NXT Japan considering that was the tactic used for the US and UK/Europe.
