Yeah, it seems pretty obvious. Plus, when asked for more info on the character, whichever member of the OW dev team answering questions at the time said they didn't want to spoil anything.

That seems pretty pointless. you throw one active mine but an throw another active one until the first is gone? How is that any different from a standard cooldown?
