That is a good question. I think it can be answered the same way that Fumi recently answered a similar question on his F4W podcast with Jim Valley.

Karl Gotch I think gets the credit. They've always had certain English elements to keep that tribute. Such as the ring count being in English, certain names have been chosen to be printed in English, probably more for style than anything.
It's weird, like NJPW or AJPW always presented quite an English friendly product but took so long to get English commentary for us and a way to watch it.
I know that NJPW aired in some places in the UK and Europe throughout the 90's, that may be one of the reasons they kept the tradition of using English alive.
