WWE referees are often instructed to call matches as shoots, and to only count when a wrestler's shoulders are on the mat. Also seems the botch was made worse because of production deciding to replay the finish with the shot of Ronda's shoulder off the mat and Graves not keeping his mouth shut when the botch happened.
