To be fair, the legislator who proposed the bills doesn't actually want them to become law (at least the banning one). He just wants companies to be a lot less reckless and is just using the threat of the government getting involved to get the big changes needed.

Same with other government bodies in Europe leaning more towards the warning labels and making people be a lot more aware of the gambling aspect of lootboxes.

If you really want to blame someone, then its shady mobile developers who for years made their micro-transaction systems become more addictive/exploitable which lead to investors wanting gaming companies to do the same which lead to the current lootbox craze. EA's greed with Battlefront II was the fruit of this whole mess.
