That said, Ruby is one of the folks that they need to build up their Women's Division. And they should absolutely sign Kierra Hogan, as well. For the same reason.
They've mentioned before I think that being #1 in the rankings doesn't automatically grant you a title match. Just puts you in prime position the next time they have a title match in mind for a card.

AEW's rankings while wonky at times makes more sense if you look at it more like power rankings or college sports polls instead.
