Mess.
Its basically the same problems that lead to the downfall of the 1st Brand Split Era. Back then it was a mix of Vince and/or Creative becoming way too complacent after Cena (and Orton) were established as top stars and neglecting everything else including belts. Worst was Vince's paranoia when it came to Cena losing any merch sales which knee capped a lot of real big pushes for others.

Near the end of it, they had to loosen up the brand split rules because of the lack of big new stars on the brands, especially Smackdown. People who befitted before suddenly got less time and those who could have benefited were neglected as usual.
