I mean, it doesn't have to. The two belts were pretty equal for the first few years of the split. They just decided for some reason that the heavyweight title was the new IC title at some point.

Im not arguing against one champion, as its clearly better, but it might be out of their hands as the networks aren't a big fan of it.

But they've proven before it can be done well.
