It's a downloadable game for XBLA and PSN. It's probably just going to be some kind of Megaman based cross over game. The trailer shows Bionic Commandos arcade cabinet and it has Captain Commando painted on the kids wall.

It would be a cool novelty if you unlocked characters freely by using kinect or the PS3s motion camera to scan in Capcom products. Scan in SFIVs box and get Ryu, SSFIV for Ken, scan in RE5s box to get Chris etc. Scan in older games like the original Megaman box to get the guy off the boxart we see at the end of the trailer. I guess if you didn't have kinect or something you could buy them as cheap DLC.
It would be a cool novelty but impractical, I guess.
