You're comparing two very different games with very different levels of mass market appeal. And I'd wager that most of the money roblox makes, comes from purchasable skins and avatar parts, just like all live service games.

But skins serve a different purpose in wrestling games. In most games its just a way to make your character look different and stand out. But in wrestling games people create stuff to reflect the real life product. So any cosmetic updates they release will have already been made on CC. Will the official product look better? Sure. $15 better? Nope. That's why Parts and Move Craft were the last dlc released for fire pro, once all the licensed stuff was done.

You could reliably sell new moves, but I can't think of much else. Point is, their current model is just more profitable for them. Blame all the people still buying this crap for that.
