Honestly think it will launch with a Polaris based chip rather than GCN and they've just gotten a GCN with 36 CUs in there for dev units. They're mass producing a Polaris with 36CUs and not a GCN so it would make sense.
Shame about the CPU bump. I doubt we'll see framerate increses on the NEO versions.
