Yeah it's clear why Suzuki wasn't in the tournament from a backstage standpoint. But from a storyline standpoint it's kinda ridiculous that there was NO explanation given why a guy who got 10 points last year and is still on the roster got kept out.

Then again Honma went 0-9 one year and was right back in the tournament the next year so there's no real rhyme or reason for a lot of this. But it's no different than the Royal Rumble, there is no kayfabe reason why some random 60 year old legend would be allowed to contest for a WrestleMania title shot but we're not meant to think too hard about it.
