WMV file issues
I'm running Windows XP SP2 if that helps any.

I get this problem which seems to only happen with WMV videos. When I load them up, the picture is interspersed with "static," like turning to a dead channel on an older TV. It flashes back and forth between them rapidly.

I tried using different video programs, but I get similar issues with several programs, including WinAmp and Media Player Classic. I've tried updating my codecs, which also seems to have done nothing as of yet. I tried googling the problem, but the only results I got were for things that didn't resemble my problem.

Are there any other steps I could take to try and fix the issue?

Have you tried playing them on your 360? If they're perfect on there that will eliminate file issues at the very least.

Yeah, they play fine on my 360. They even play fine on my notebook.

Are these wmv files you're trying to watch by any chance video grabs from sites such as youtube (and subsequently converted to wmv files via software such as "save2pc")?

Nah, but I only saw options for 98/ME2K, and I'm on XP. I've uninstalled and reinstalled WMP11, which is supposed to have the current codecs.

Upgrade GFX drivers? If done... re-install Windows is the only thing I can think of left.

What GFX card you got anyways?

There are issues with x300's amd WMV apparantly, but the latest ATI Catalyst drivers should sort them. If not, reinstall DirectX and check video hardware accelration is at full (If I remember right in XP it's properties on desktop, display and then advanced)

If the slider of hardware accelration is at full, try moving the slider down and playing the video again until you get all the way to the bottom. If it's still there, god knows.
