I have to say also the second-worst bladejob was Dynamite Kid's, when the British Bulldogs fought Abdullah The Butcher and Tiger Jeet Singh, at least it was more discreet than the one on the Snuka/Albano match.
That Cena vs. JBL match embodies everything that we loved about WWE. A face that was a No Bullshit Badass and a Heel that we loved to hate. Both men put on an amazingly brutal match. This is when I was actually a fan of Cena. Not so much anymore.
Honestly thought Eddie was completely out of it at Judgment Day 2004. I remember being horrified watching it live thinking he wasn't going to kick out and fuck up the match. Didn't he take a few weeks off after that?
Not the WORST ever but I remember seeing it and thinking that brutal looking chairshot busted Kennedy open the hard way. Then I re-watched it and saw the blade job.
Couldn't believe Trips actually used a screwdriver in that match as a weapon but it opened up Nash something fierce.
Flair and Shawn were both known to blade way too deeply...I remember matches involving each man (not facing each other, as far as I can remember) where they both took on some serious "color". I remember a few of Flair's matches where it got so bad the blood was in his hair and everything. Kinda disgusting.
Reports coming out now that Punk bladed on Raw. That'll put WWE in a hard place and show them up for what hypocritical bastards they are if he faces no disciplinary action whatsoever due to being one of the top stars.

Is there an incident of a lower level star getting punished for blading that we can base this on? Can't really scream "hypocrite" if you don't know what the punishment should actually be.

Alright hypocrisy's the wrong word. Pretty obvious though that if anyone outside the main event pulled off a stunt like this they'd be gone or suspended in an instant. Even if Punk has been or will be found guilty, we'll never know that WWE knows.
