Bring back the Commish
I think eventually they should do away with the general managers of Raw and Smackdown and have a commisioner who runs both shows. Possibly make them a heel on one and a face on the other.

Wait, you start out by saying there should be one but then go on to say there would be two.

There's no difference between them, to be honest. Vince runs both and then there are the GMs.

Edit: Oh, I see now. It would be an interesting twist but I honestly don't think WWE could pull it off. The fans would eventually dictate that their heel or face on both shows.
