Audio Help

I recently downloaded a NBA basketball game but there seems to be a problem with the audio. This game was capped from a vhs and the audio for about the first half of the game is very weird. I guess its from the source( vhs) but the audio seems to go up and down throughout the entire first half of the game. it just keeps on going up then down, up then down, and so on. So my question is, is there a way that i can somehow use a program to "stablize" the volume? So that it doesn't keep on going up and down?

i know it can be done with mp3s and such, no clue with movies.

Maybe converting the file type (like avi to mpeg) because the audio gets reencoded....im not 100% sure.
