Big computer problems...

I came on the computer this morning to find out that my Norton Internet Security and Norton Antivirus weren't running, which was weird to me because they are constantly on. So I went to check the processes, and when I pressed ctrl alt delete, it showed my processes, and there's nothing in there. There are applications, but no processes. I cannot start any antivirus program or my internet security. Furthermore, when I try to surf to certain sites with Internet Explorer, it often reads as "Internet Explorer cannot open the site: (insert url here)

and all I can do is click okay (I'm lucky to have even made it to this site), and it says page cannot be displayed. I don't know what happened, and I can't do a system restore for some reason. I don't remember disabling that option ever, but apparently I did, because it won't let me restore on a date before today. I wish I knew what was going on. Anyone have any ideas?
