I guess 00 was the best, but then again, the roster was one.

late 2002-most of 2003 was probably the best

Because:

Lots of new talent
Brock Lesnar
John Cena
The Guerreros
Paul Heyman
Kurt Angle

also, RAW was shit, as soon as Brock/Rock ended
