The ECW Television Championship is actually pretty hard, simply because there's no real starting point for it. I guess it all really depends on the wrestler you want to hold the title.

To create a storyline out of it, though, let's assume that the Sci-Fi Channel wants to choose a TV Champion, because ECW is on their network and all. They hire Cyrus, who now dresses with fake antannae on his head, and speaks in a different language which has to be subtitled for home viewers. Cyrus is hired because he has past experience with ECW, and he has since been in outer space training in a unique style of wrestling. He is given the TV Title and will defend it every time ECW is featured on television. If he misses a defence, the title is forfeited.

So basically you have an "alien-trained" Cyrus as your new TV Champion, with the title now being defended every week, no exceptions. Cyrus can even lose the title to face challengers multiple times, but he can have special "ECW shows" no one knows about, which the Network recognises, thus stripping face challengers of the title, allowing Cyrus to basically be a wormy bastard and rack up title reigns.
