TNG and also on Enterprise, they mentioned why Klingons looked human (in the original series). It was because the Klingons got their hands on the eugenics program that 'we' humans had. Them (Klingons) taking the genetic enhancers made for humans, made them stronger, smarter, etc but also caused them to be more human looking than the Klingon's we got to see later on in the other spin offs.
Basically they explained away what was really just a costly makeup effect that the original series couldn't have afforded.
