If they made a cartoon show nowadays...

Ok, so. In Hulk Hogan's Rock 'n' Wrestling, Hulk was the leader of the faces, and Roddy Piper was leader of the heels.

If they made a cartoon nowadays, who would be the leaders?

For the faces, I think naturally, it would be John Cena. I would say that HHH would push for himself to be the leader of the faces, but Cena is more marketable to the kids and doesn't have sinister looking facial hair.

More interesting is, who would be the leader of the heels? Excluding Vince McMahon, and limited to actual wrestlers. This is a tough one. You could have Edge, who already plays like an over the top dastardly villain type. The other good choice, and my choice, would actually be JBL. Because he has that "rich schemer" kind of vibe going that a lot of villains had back in the old days of cartoons.
