If they really want to stretch out the feud, HBK winning his 3rd Rumble and then winning the belt in Texas is pretty likely/would rule.

If not, then it'll probably be Cena, chasing a heel Batista.

Orton is another guy who springs up as a possibility, he could win the match with help from the stable (which he is obviously going to wind up being the leader of). But I have my doubts that there will ever be another heel Rumble winner again.
