It's not like the WWE never told anyone not to make Triple H look bad in a video game or anything...

I'm not saying the books are cooked, mind you, so don't twist it, but it wouldn't shocked me if products were just generalised like that. After all, no one outside the business really gives a shit who or what a John Cena is. Even if he sells more than Hogan did back twenty years ago, prior to a business that had gone through such booms as the Attitude era.
