Who is it that books wrestling legends for appearances?

For a few years now, I've heard/read from various famous folks, including pro legends that anytime a fan wants that person to go to their town for an autograph signing that instead of contacting them personally, that the best way in going about it is to contact the organizations themselves and try to pursue that organization into booking them.

My question is, what organizations are they talking about? In regards of wrestling, I assume they mean the local Indy wrestling's feds. But maybe not?

Enlighten me please. And if you're gonna flame me or mock me, at least wait until after I get a real answer. That'll hurt me a lot more if you do that....honest.
