Was Shawn Michaels suspended from the WWE in September 1999?

I remember back in 1999, when Shawn Michaels helped Triple H retain his title against The Rock by Super Kicking him, HBK had seemingly re-united with Triple H and Chyna.

After that however, Shawn Michaels didn't appear on TV for a very long time (shortly before Judgement Day 2000).

At the time, I heard rumours that HBK had been suspended for making shoot comments....to the effect that Austin and The Rock were mediocre wrestlers and were just "marketing gimmicks" while Hunter was the real deal and was being held back.

Is there any truth to this rumour? I seem to recall this happening but I can't find anything about it on the internet.
