Recommend a good FREE program to use to make a web page.

I used to have frontpage when I had WIN98, but I had to reformat and install WINXP. I didn't get a chance to back up all my programs and I can't find the frontpage program on any of my discs.

So gimme a program I can use to make a simple page. I am familiar with HTML, but the less I have to think it out on my own the better. I'm not going to do anything complicated with it. Basically going to use it to slap pictures on a page and upload them so I can use them on another site.
