I think it has a lot to do with the majority of the major free agents out there, especially the Pitchers, even when given good contract offers, refused to even look at coming to Pirates.

I also think its a result of the negative stigma attached to the team due to all those years of having really cheap-ass ownership along with the constant tossing of players the moment they increase their value. No chance to really develop any long-term stars nor any real incentives by good free agents to sign with the team.
Once the Expos left, the Pirates became the de facto "farm system" club for MLB teams.
