Simply placing someone into an ambulance isn't a move, but pushing them could count if it's a reversal-of-momentum thing. So, if Ryback is carrying Cena to the ambulance, and Cena wriggles out of his grip, then pushes Ryback into the ambulance, then a push would indeed be the winning move. But if Cena drops Ryback with an AA, picks him up, and then places Ryback into the ambulance, the winning move is an AA.
