I believe it's you can only download 25 things total per day (CAWs, movesets, etc.) but there are only 25 CAW slots available.

So if you don't care about downloading movesets, attires, etc. you could sit down, download 25 CAWs in one go, and not need to download anything again until you decide to delete some CAWs to make room for new ones.
