Honestly I don't think it's that complicated. Bryan went out with injuries, came back, and went out again. His recovery wasn't smooth and concussions have been involved, and in the current sports climate concussions are a big thing. WWE also has lawsuits involving concussions against them largely predicated on the notion that WWE knowingly let guys work despite the fact that it might lead to life-long debilitating conditions. I think the bottom line for WWE is that if they let him go back and he either goes out again shortly after, or ends up having a lasting condition going forward, it'll look seriously bad for them and cost them a lot in bad publicity and possible lawsuit payouts. Bringing back Bryan with the risk that he could suffer additional concussions would be tantamount to handing ammo to the plaintiffs in those cases.
