I don't think Destor's point is relevant, except to say that if Bret hadn't been concussed and made a big return to the WWE, he'd have been treated like a god and everyone would bend over praising him like they do Shawn. They don't make them like they used to, even when it comes to alleged "bores" like Bret. I mean, look at Goldberg this year. Tore the place down because he's from that era and knows how to be a man. Keep in mind this is not a guy that was known for his promo ability or savvy to negotiate the business besides be clicked and pointed and look intense while doing it.
You can't really know the minds of others in this voting process, so if people want to imagine HBK's greatest success as being relative to having a longer career in a shittier era of wrestling where he was basically fellated as being God incarnate, with the last remaining wrestling fans at the time being people who grew up with HBK, thus have a sentimental and confirming bias that whatever he does is going to be rated quite highly, it makes sense that this is a little closer.
I hope that makes sense. Kind of a stream of consciousness from me.
