The draft basically just gave them NXT and the main roster's women's division midcards outside of Becky and they've slowly been developing them into bigger stars. Only real bust was Eva but her ceiling for success was always going to be low.

I agree Smackdown in general has done a better job and people like Alexa Bliss might not have found instant success, but we're still in the early days of the brand split. They have to turn quite shallow talent pools on both RAW and Smackdown into enough feuds to last a long time. There are only so many times we can see Alexa Bliss vs Becky Lynch or Charlotte vs Sasha. Eventually everyone needs something to move on to, and then a few months later something different after that etc.
Particularly an issue with NXT lacking a huge amount of female talent as well at the moment to call up as well.
Don't get me wrong, if there was one division there would be people who wouldn't get titles straight away, but not everyone can succeed all of the time unfortunately. Success in two years time is still success.
