Does the WWE listen to the fans at the WRONG time?

Is it just me, or does the WWE listen to the fans at the WRONG time? This comes from the fact that Christian has been getting face pops. In the past few months/year, we have seen two face to heel switches that have semi-worked, but they completely changed their character. John Cena and Randy Orton. Orton started getting face pops... What does WWE do? They turn him. John Cena starts to get face pops. What does WWE do? They turn him.

Orton was a failure, mainly because they turned him so fast and took him away from his cocky/legend killer character. Cena, while he does still get face pops, the WWE has completely wussified him with poop jokes and the like.

My main concern is the face pops that Christian is getting. The WWE has no doubt noticed this. The question is, will the WWE turn him and fuck him up, or will they keep him heel and roll with his popularity as a heel? Which, in turn, would turn him into Stone Cold, where no matter what he does, the fans cheer and love him.
