They're not looking for people to be Rock or Austin or Hogan but just people who can fill that kind of role. In Rodimer's case, they see him as someone who's injury prone, a politician, a guy who'll take his ball home, and will draw horribly at the gate.
Just because Bubble Lead was the only effective weapon against dr. Wily's final attempt at victory circa MegaMan 2, doesn't give you the right to mock a man who's finisher was a really slow powerbomb.
