Chuck was a special 'enforcer' at ringside for the casket match between Undertaker and Yokozuna. He was supposed to level the playing field / keep things fair for Taker, as lots of people were always interfering in his matches.

It stemmed from their match earlier in the year (1994) at the Rumble after every heel in the company interfered to cost Undertaker the victory. Then he rose from the 'dead' and disappeared for months. Watch the video of his 'ascent' if you can, it's hilariously bad.

Anyway, the bookers thought Chuck Norris was the perfect way to prevent the same thing happening, although only Jarrett tried his luck (and sold the kick in a really bad way).
