Dreamer was made into a joke by the WWE. He got a raw deal during the Invasion and became a guy who would do embarrassing things for money (or no reason, not even sure) and then eventually just a jobber. But he pretty much got a mulligan with the ECW relaunch. They never talk about any of those other things. They just talk about him being an "ECW Original" (what means in terms of honor at this point is up for debate). But somebody backstage figured his past+his work+his steady pops was enough to make the storyline work.

The same can't really be said for Goldust. Yes, his ringwork is the best it's been in a long time. But all they've got to go on is "newly aggressive Goldust." There's no real payoff past that. I wouldn't say he deserves a thank you run. I could buy him as a legit challenger to the title, but only to put over a new guy.

"Newly aggressive"? How about three-time Intercontinental Champion? HOw about pointing out that his history with the company hasn't been stellar, but that he's never given up his quest? I'm not saying it's equatable to Dreamer, but they've both been used as jobbers, and they're both adored by fans regardless of their undesirable career paths.

"Newly aggressive" or "renewed aggression" is something similar to the term they used on the most recent episode of ECW. They also acknowledged his background as IC champ and tag champ, but using the phrase renewed aggression they did imply he had lost a step or two at one point. I'm not going to say he's never going to win it because "anything can happen in the WWE." But lots of guys are adored by fans. They don't all win titles.
