Wrestling wise - yes.

Kayfabe wise - not really. He is still the same transitional World champ and/or main-event jobber that he's always been.

The WWE pissed away Jericho when they didn't let his victory over HHH in 2000 be legit (i.e. the world title victory that never happened).
