In order to be an asshole team you have to have a long history of winning, and a long line of really good to great players.

Cleveland does not have that. They have 1 possible transcendent player(Lebron), and a few other players who really good( Mark Price and Brad Daugherty to name 2).

They have been good for like 2 periods of time. The Mark Price years and Lebron years. They also don't have enough fans to qualify for the asshole status yet.

What if the fan base is full of assholes but the team itself never has been good or had success for long enough, would the team/city still be considered for "ass" status?

I'm going to say no, because you have to cover all basis to get into that "elite" status.

Is there any specific team you are talking about?

How about the Philadelphia Flyers who have won a total of 2 Stanley Cups in their 40+ year history and don't have any great players on their team right now, yet are regarded throughout the league as the biggest bunch of assholes there is (aside from Penguins). They don't have to be that good, they just have dirty pieces of shit like Carcillo and Hartnell who make everyone hate the team and have the nastiest fans in the league.
