Make sure they're in the white. Also, shooting the guy in the right areas helps. I've been shooting the guy's gun hand, if only for the boost to fame.

I didn't even think about shooting the gun hand.


After seeing this, I went and tried it myself. Gives you +100 fame. After doing all the stranger and story missions, I was still a little bit away from maxing out my fame. I went to the saloon in Blackwater, purposely got caught cheating at poker and then shot the gun hand. Ran upstairs, saved, went back down and did the same thing. Took about 11 times to max out my fame meter.
