Option Select is when you input a normal move like a low kick and frame-shift to a throw command. If your opponent tries to throw you, you will break it. If he doesn't, you'll kick him. You're forcing the computer to leave you in the best position, with none of the trouble of reading your opponent. And that's just one application, they all boil down to making you as safe as possible.
