That is what I was hearing from rumors of a potential list but NBA wouldn't actually move Toronto when Stern said his goal was to expand more teams outside the US.

Some lists had Minnesota and Clippers as teams but then you'd be taking out too many West teams and have to restructure the divisions to make up for the loss.

Raptors are one of the teams in the NBA that actually makes money, which is even more impressive when you think about what the fans have to watch and cheer for.
