If you were in their position and had the opportunity would you have Bieber, regardless of your opinion of his worth, perform or would you have a smaller, possibly more talented, band with a lesser following like Rhapsody of Fire?

Because he's enormously popular amongst a demographic that the WWE have made a clear target in recent years, because such a move will garner WrestleMania mainstream publicity that they couldn't otherwise buy for it, and because like him or not, he's far more relevant in the realm of pop culture than the artists that they normally bring in for this performance, so in that sense (and pretty much only in that sense) it's an upgrade.
