Rhodes has done a great job bringing the prestige back to the belt as his goal but I think the problem is more of a lack of quality face wrestlers for both the IC and main event level.

I also think the WWE is focusing too much on Orton becoming the major star of the brand and probably view the Rhodes-Orton feud more as something for Orton to do while he waits for the Big Show v Henry feud to end.

Probably be a better choice for Rhodes to drop the IC title to Bryan as the start of his major push than have Orton who would either have a short reign or just go back to the main event once the current title feud is done.
